42% of adult criminals reoffend in Hartlepool - prompting community chiefs to promise action
Of the repeat offenders, 32 had committed 10 or more offences, and racked up a total of 482 offences committed between them, 23% of all detected crime during the reporting period.
The figures were part of analysis presented to the Safer Hartlepool Partnership from the Cleveland Reducing Reoffending Group (RRG), set up in 2017 aiming to reduce reoffending.

Hide AdThe work covered between July 1 2018 and June 30 2019, and comes as the latest national figures from the Ministry of Justice are often ‘out of date’ by the time they are published.
During the reporting period, 893 adult offenders committed 2,102 offences, with 374 offenders committing two or more incidents, a reoffending rate of 42%.
Rachel Parker, community safety team leader, said Cleveland has an Integrated Offender Management scheme looking to tackle reoffending, and they were previously aware of 14 of the 32 most prolific reoffenders.
She said: “The Cleveland RRG has oversight of a range of partnership schemes that aim to address reoffending behaviour.

Hide Ad“We looked at different types of offences and theft offences accounted for the greatest volume of reoffences.
“What was quite surprising, of those 32 most prolific reoffenders, only 14 are in the current Integrated Offender Management cohort.
“The reducing reoffending group have now agreed further analysis will be undertaken in relation to those individuals who have been identified to map out the criminogenic needs of the identified adults.
“That work will assist the group to better develop strategic pathways through key services to ensure adults and young people who do offend and reoffend have the support they need to stop their offending.”

Hide Ad26 of the 32 most prolific reoffenders were males aged between 25 and 40 years old, with the average age being 36.
The age range for female reoffenders was between 21 and 40, with an average age of 33.5years.
The most recent national statistics from the Ministry of Justice (MoJ) Proven Reoffending Statistics only cover the period from October 2016 to September 2017.
However council officers said the reoffending rates for adults in the Cleveland area remain ‘stubbornly high’ in the statistics, with all four local authorities featuring within the “Top 20” areas with the highest reoffending rates in the country.
